The Domestic/International and Trans-border baggage handling systems of the Ottawa International Airport was reaching its end of life and with new Canadian Air Transport Security Authority (CATSA) requirements to be implemented it required a new design. CATSA mandated the airport to provide 100% bag screening and bag tracking which they incorporated into the project. The project involved the relocation of specific airport operations/functions to new facilities, therefore, early work projects commenced; including:

  • • The building of a new Maintenance Building for the relocation of Maintenance Services from the Passenger Terminal Building.
  • • A new Water Fill Building which was housed within the Passenger Terminal Building.
  • • A new Tug Charging Building which was also housed within the Passenger Terminal Building.
  • • Campus Hydro upgrade to a new 28kv service for existing and future expansion capacities.
  • • Fit up of CATSA Office, Air Canada Offices, BHS Office relocations and K9 Relocation

The Baggage Handling Project included the procurement of a Baggage System Design Team and a system that would be installed in both existing bag-rooms, replacing the out-dated conveyor system. The procurement of the system took approximately one-year from the Expression of Interest to the final Request for Proposal. The proponents were evaluated based on a compliance documentation criteria, life-cycle and operational data and overall system performance. The scope of the project included the following:

The Trans-border system

  • • New Conveyor System to replace the existing where required.
  • • New baggage Crisbag tote system.
  • • Baggage Storage capacity of 72 bags.
  • • USCBP – BIWIS systems, fully automatic and semi-automatic Radiation Detection both in-line and stand-alone for out-of-gauge bag.
  • • New Oversize screening machine.
  • • New CATSA inspection room.
  • • Expansion of the current bag-room with installation of 2 screening machines.
  • • All base-building installations/alterations.

The Domestic/International system

  • • New Conveyor system.
  • • International to Domestic IX Line.
  • • New Domestic Carousel including inbound belts and conveyors.
  • • New Domestic/International Bag-room carousel.
  • • New Oversize screening machine.
  • • New baggage Crisbag tote system.
  • • New CATSA inspection room
